Assess current and potential impacts on the State’s economy, environment and natural resources.

Propose appropriate responses within capabilities of participating state and federal agencies and determine unmet needs that cannot be handled through normal state channels.

Receives unmet response needs from IAWG and forwards requests to Governor.

Consider request to Governor for drought mitigation assistance (such as general fund reallocation or federal funds) or other extraordinary powers/options allowed under state of emergency declaration and/or recommended by Drought Task Force.

Forward reports on drought status and related activities to Governor, other state leaders, media and public.

Continue monitoring, assessment, response and reporting activities.

Meet with DTF & IAWG chairpersons to outline Emergency Stage activities.

Continue assessment, response and reporting activities.

Prepare for Governor’s signature

"Drought Emergency Proclamation", implementing unmet response needs from IAWG.

Assume intergovernmental coordination and media relations role.

Determine which needs can be met by reallocation of existing resources; forward recommendations (including requests for funding and legislation) to Governor.

Assemble data necessary to support Governor’s request for presidential disaster/drought declaration.

EMERGENCY

Continue monitoring, assessment, response and reporting activities. Continue assessment, response and reporting activities. Continue pursuit of potential drought mitigation assistance and general coordination of State drought contingency planning activities.
WARNING

DROUGHT RECEDING

Continue monitoring, assessment, response and reporting activities. Continue assessment, response and reporting activities and deactivate subgroups as necessary. Continue general coordination of State drought contingency planning activities.
ALERT

Recommend deactivation of IAWG.
